What is Maha Shivratri?
Drik Panchang describes Shivratri as the great festival of the convergence of Shiva and Shakti. Every month's Krishna Chaturdashi is a Masik Shivratri, and the one in Phalguna (Magha in the South Indian calendar) is Maha Shivratri. Only the month's name differs between the two calendars; both keep Maha Shivratri on the same day.
The fast
Drik Panchang describes eating only once on the day before, taking a sankalp on Shivratri morning to fast through the day, bathing again in the evening before the puja, and breaking the fast the next morning after bathing. It advises completing both the puja and the parana within Chaturdashi where possible, and notes a differing view that the fast should be broken only after Chaturdashi ends.
Char prahar puja and Nishita kaal
The Shiva puja is done at night, either once or four times, dividing the night into four prahars. Nishita kaal, around midnight, is when Shiva is believed to have appeared in the form of the Linga. These times depend on your city; take them from a local panchang. No clock times are shown here.
